Google says that it was not a result of a security breach in the Google system. Google believe that credentials were stolen by phishing campaigns.
In the google security blog they wrote”We found that 2% of the username and password combinations might have worked and our automated anti-hijacking systems would have blocked many of those login attempts. We have protected the affected accounts and have required those users to reset their passwords".
